What is the function of the "Locked" check mark box in the properties menu? On my PC it is in the bottom left corner when I right click to see the properties of the form element. Would that help if I am creating a form and it seems like anytime I add a new element it messes up the calculations to elements I have already created?

It just locks all properties of the field, so you won't accidentally move it or change its value.

It has nothing to do with your calculation problem, which is probably related to a wrong field calculation order.
You need to manually set it under Forms - Edit Fields - Edit Field Calculation Order...
