Changing 'Changing the Document' security setting

I have created a form using Adobe Designer that is part of my Adobe Acrobat Professional 7.0 software.

I need to change the Document Restrictions Summary value. I need to set the following to 'Allowed'

Changing the Document
Document Assembly
Creation of Template Pages

I do not see anywhere in the designer where I can set these to allow. How do I do this? If I cannot do it in designer what do I need to do to accomplish this?

I have continued my search to no avail. Surely someone out there knows how to create a pdf with:

Changing the Document
Document Assembly
Creation of Template Pages

Set to 'ALLOW'. How could Adobe do this? I cannot programatically form file my documents because of this.

I don't believe you can set any of these particular settings (ones that affect the structure of the PDF itself) when creating an XFA-PDF form (i.e. a form created in Adobe LiveCycle Designer and saved as a PDF). This is due to way XFA forms are saved inside PDF files.

I am using Acrobat Pro 9, I have created a document in Live Cycle using a templet that is carrying the border over to added pages. This border is not like other borders that I was able to remove, can I either change the templet during creation of the form or can some one help me understand how to remove the border from the top of the page. I'm a total novice of Acrots Pro 9. Please help I need this form complete asap.
