Different Form creators

When I create Forms I am directed to use LifeCycle Designer. I recieved a PDF Form today from another source and when I went to modify it, it directed mr to "Modify with Acrobat" which gave me different tools and options. What is the difference and How does it work

You can create forms in Acrobat or LiveCycle Designer but you can not edit or modify a form created in LiveCycle Designer with Acrobat. Find out which method was used to create the form and review the security settings on the form.

In Acrobat, click Tools, Forms, Show Forms Toolbar and create your form.

In Acrobat: If you click Form, Create new form, you'll open LiveCycle Designer.

This has bugged me for a while and of course the answer is obvious - when someone explains it.
The next question probably is why are there 2 methods? and I suppose the answer is that LiveCycle offers more options. It's a pity that the product just sends you to LiveCycle without explaining the choice first. I only want to create simple forms so just using Acrobat is a much simpler option.
