Disabling save features

I am working in LiveCycle 8.2. I have been creating applications and forms for my State Government and am running into a problem. We are wanting our forms to be able to be filled out and emailed back to us as PDF's, but we do not want our clients to be able to save the completed form. How do I go about doing this? It may be a two parted question because once I have the form/application completed, I have to pass it on to someone that has Acrobat to allow the Submit by email PDF button to work properly. We are not sure who's end we are running into the problem. We are overhauling about 50+ forms, so any help would be appreciated. Again, I use LiveCycle 8.2 and another user has Acrobat. Hopefully this is clear enough as I am somewhat of a beginning user. Thanks!

You could look at submitting the forms to a web based database, but you would need to write the PHP code to move the exported data into the database.
