I found that with only having Microsoft Office installed, you can import an Excel sheet into Access. Then Access gives you the ability to export the new table as either an XML or an XSD file. Kind of a long way around, but it works. (Otherwise Excel only makes an Excel flavor of an xml file. It is not truly an xml file unless it was originally an XML file when it was opened in Excel.)
