Form Attachments to Acrobat Reader

I've created an interactive form to allow users to fill in Acrobat v9. However I'm trying to allow Acrobat Reader users to attach documents. I can get this working within Acrobat v9 but it is than disabled in Reader. I thought I had enabled the correct security settings within the Extend Features to Reader, but it's still not working as I do not have the 'Add' button enabled in Reader.

There are several different Reader Rights. Acrobat can enable a PDF for Commenting, filling forms, save, and signing. It cannot enable a PDF with file attachement rights. Applying this Reader Right requires the LiveCycle Rights server.

There is one alternative, but it only works for Regular PDF docs, not for LiveCycle forms. There is a File Attach Annotation. Since PDFs can be enabled for commenting in Acrobat Pro, this annotation can be used on Reader with a comment enabled PDF. But comment annotations cannot be applied to a LiveCycle form.
