I am working with Adobe LiveCycle Designer. Is there a way to create a submit button that would open up Outlook Web Access then attach the a form as a PDF and subit it to my desired location?

Yes, there is a way to do this, but it doesn't have anything to do with LiveCycle, Acrobat, or PDF. You write a server script to do these things and then submit the form to the script.
