how do you create a pop up balloon in acrobat. ie:
hover over some text and a callout appear / off the text and the callout disappear. Withing the call out I would like to include an occasional link to go to a url/mail

Hi panda,

You'll need to create a Sticky Note Comment in Acrobat and insert your URL into it. Next, on the Options menu of the Sticky Note select "Minimize Pop-up note". Then under your Preferences select "Automatically open pop-ups on mouse rollover" under the Comment category.
Unfortunately this won't work if other users don't have this specific preference set. Therefore you might want to investigate using a form field to display your URL on mouse focus or just a form tool tip.
