So I go to "Add Bates Numbers"
I set the font, the font size, the "Shrink Douments to prevent overwriting".
Click SAVE SETTINGS and name it.
The next time I try to add Bates Numbers I choose the saved setting.
Enter my info. Run it.
"ADOBE HAS SUCCESSFULLY ADDED BATES NUMBERS TO 0 OF 0 PDF FILES"

It never works again. Create another saved saetting. Same thing.

Help?!?!

Does this particular PDF have any security or PDF/A settings that would prohibit changes?

No. These were simple scanned documents. It happens consistently on any PDF documents.
I scan documents to pdf, it happens.
I convert a spreadsheet using the Adobe print driver, it happens.

I think I figured out the "problem".

I set the font. I set the font size. I set "Shrink documents". I click SAVE SETTINGS.
I do this because I want these as my defaults every time.
The next doc's I try I get the 0 of 0 docs complete.

If I go to Insert Bates Numbers and set up a Bates Name there and THEN click SAVE SETTINGS... that will work on the next set of documents.

So as a workaround I save a generic Bates name ("Adobe") then I can manually edit the Bates Name when it shows up on the lower right footer.
