Can't create bookmarks

I have a PDF document, using Acrobat 9 I am unable to create/add a bookmak. The option is greyed out.
Is there a way I can save the document in a different format, so that I can add bookmarks?

How do I find out if it is a PDF/A and can I save it in another format, if so which should I choose?

You can look at your application preferences and see if you have your application set to open the PDF in the PDF/A mode.

The settings are set to "only in PDF/A mode" the other option is "never" (under documents)

Is there any way I can save the document to another format? I have no problems using bookmarks on other documents.

It's also possible that the document has security settings that restrict changes. You can check with: File > Properties > Security > Document Restrictions Summary

it says changing document 'not allowed' I need a workaround, what format can I save it to and re-import to Acrobat?

Removing the security can be done, but not with Acrobat unless you know the password. There is third-party software available for removing security, but you should only do this if you have the right/permission to do so.
