Recently two of our Captivate users upgraded to 5.5. They are now finding that their saved files cannot be viewed by anyone with earlier version of Captivate.
How do we correct this?

Captivate has never been backward-compatible, if users wish to share projects they have to be using the same version.

Typically all Adobe products can open earlier versions. If someone had Captivate CS5, they could not open CS5.5 (but this is only an example, I am not a Captivate expert). If someone has Captivate CS5.5, they can open all older versions (CS5, CS4, etc. ).
There may be an option in Captivate to save to an earlier version (check the Save As dialog).
