I work for an engineering firm that does reserves evaluations. We publish our reports in pdf format and I have a question regarding layering.
1: Can we create a customer user layer: When we publish maps often the engineers would like to create a layer where they attach notes, Polygons, lines etc.
2: export and import a layer: If we make changes to the base map and republish it with everything the same except for some of the laeyrs being updated is it posible to export a layer created by the engineer from the first pdf and inport it into the revised drawing?
As an example, I have a custom plug-in at www.pdfscripting.com that will allow you to impliment #1. It's a layer (OCG) tool that allows you to create layers and attach images, fields, and markup annotations to it. It's on the second page of the Automation Tool downloads,

but you have to be a memeber to get it.
This tool is general purpose, but it demonstrates that you could create custom tools to do exactly what you want.
