display PDF at 100%

Is there a way to force a PDF to be viewed at 100% when it opens after clicking on a hyperlink?
 
Right now, if the user's Reader is set to "Fit to width" and the PDF is a small image size, it might display at 4 or 500%.

Open the Document Properties (Ctrl/Command + D) in a PDF file and click the Initial View tab. In the Initial View settings you can set the document to open at a 100% view.
