Document rights

How can I enable the document rights to use the comments toolbar in Acrobat 8? Had no problem using comments on PDFs documents created in Illustrator, InDesign or QuarkXPress. Now I just can't.

Ted Padova has an article on all the Extended Rights you can apply to a document in Acrobat 8, including screenshots of the menu items used to do it-

.Can you please up-date the above link, page is not found, and I use the stamp tool in older Acrobat, now in this 8 it has to have Document rights enabled, and I can't find were you do that, I hate when they mess with a good thing in newer version, think they do it just to frustrate and play with your mind, to waste your time, for years it was good, even when I scan or print our own to PDF it still wants this setting, but were is it?
