Editing a Callout in a Form-Highlight Field

I am trying to edit a form. The form is secure but I am allowed to edit the text in the highlight field. I added a callout and wanted to edit it but I can't figure out how to select it or edit the callout.
 
Can someone help?

To clarify, I am trying to bring the "callout" to the front of the highlight field.
