It may be that the file the PDF came from was a JPEG or some type of scan, so the PDF file is really just a picture file. However, you can have Acrobat convert such files with the OCR capability it has. Under the Document menu, select OCR Text Recognition> Recognize Text using OCR. Use the defaults and then try saving the document as a Word file.
