Enabling Document Rights, Adobe-8 Windows

I just received a book cover template from an online publisher into which I cannot enter data. I assume that the "text box" selection on the Tools Menu will allow that, but it is necessary to "ENABLE DOCUMENT RIGHTS." When I checked the Adobe Help feature, it instructs me to pull down the Document menu and click on the "Advance" selection. However, that selection is missing from the Documents menu. HELP!

The abiltity to enable document rights (form filling and commenting) is only available in Acrobat 8 Pro. Is this the product that you are using? Also, what type of permissions has the publisher set up in the document (Ctrl +d) under the security tab?
