I have Adobe Acrobat Professional 8 and I was curious what is the difference between going to Comments->Enable for Commenting in Adobe Reader and going to Advanced->Enable Usage Rights in Adobe Reader. Thank you for your help.

When you enable a document for commenting, any form fields are disabled. If you "Enable Usage Rights in Adobe Reader", you enable commenting rights (create, delete, modify, copy, import, export), certain forms rights (fill-in, create, delete, submit standalone), the digital signature right, and the full-save right.
