Yes, the export capability to Word and Xcel is available in Acrobat Standard. To export to Word, you can use the Export button in the toolbar. To export to Excel you can use the Select tool to highlight table data then right-click to Open Table in spreadsheet.
The only thing that might prevent Export capability is if the PDF has security options set that disallow changing the PDF.
