I have newspaper pages all laid out and pdfs made at 300 dpi. is there a way to redistill a PDF file directly to 72 dpi?

Use File..Save As, and choose "Optimized PDF" from the file type - then click the settings button to open the job panel. You can manually set image resolution and compression however you want, and save the settings as a preset if you're planning on using them regularly.
