Links to .exe files not working

I have a PDF file, made with Acrobat 8, which includes several links to an exe file. Normally, on clicking the link, the .exe files launches OK.
 
However I have a colleague using Reader 9.4 and these links no longer work. The error message is "This file is set to be launched by this PDF file. This is currently disallowed by your system administrator".
 
I have checked all the enhanced security settings etc.
 
I have found reference to .exe attachments being blacklisted, but nothing about links.
 
Is this a feature of later versions of Reader? If so, is there a work around, or can anybody suggest an alternative way of achieving the same result?

I had a feeling that might be the case :(

As an alternative, is there a way to use a link to open a file explorer window at a particular location?

Afraid not. That was disabled as a part of the same security change (Windows Explorer is also an application, after all).

The restriction should apply to any executable file and that includes the '.com' and the'.bat' files.
