"locked" PDFs

I've got a few PDFs that are behaving as if they're locked - they're not. I can't even make them 508 compliant.
 
They were created with PDFmaker 8.1 for Word and I'm using Acrobat 9.
 
I can't figure out which settings to change to be able to manipulate them. I've been looking for the original Word docs but haven't had any luck.

It sounds like the files may be tagged as PDF/A. Do you see a blue banner just below the toolbar when you open them in Acrobat 9? You can turn off PDF/A mode under Edit > Preferences > Documents category and then select Never under the pulldown for "View documents in PDF/A mode". This will allow you to tag them.
