Don, Perhaps you could use what you have (Photoshop & Acrobat 9). Nothing fancy, but just with Acrobat Pro two options come to mind.
1. Could you not use Photoshop to setup the desired images to a width and height that would fit in your desired "card" page size? Then use Acrobat to create a PDF from the image file. The PDF will have a page size that reflects the image width and height. Use one of the Acrobat tools to add some text if desired.
2. Alternatively, use a text editor (like Windows Notepad). Use the page setup to establish card size (with Distiller/PDFMaker as printer) as a postscript custom size. Set the size in Distiller's configuration dialog. Use the Touch Up Object tool to "place image".
