Navigation toolbars aren't visible when opening documents

I don't recall when this began and what I may have done, but using Acrobat Pro 8 at work and documents always open without default (navigation, etc.) toolbars. I have to routinely press F8 to view them.

Have tried setting edit -> preferences but it doesn't seem to apply to new documents received from others. Is there an answer to make the toolbars always appear?

This works -
In Acrobat's Preferences, for the Documents category, in the
Open Settings pane deselect "Allow documents to hide the menu bar, toolbars, and window controls".

For the Navigation tab, I don't see anything in the preferences that would let Acrobat disregard the Navigation tab setting selected in the Initial View tab of the authored PDF's Document Properties.
