Once the PDF is viewed in a browser it is already on the user's system so basically the short answer is no, you can't prevent saving the file. There are DRM ( Digital Rights Management) software solutions that provide various ways to protect your files- the Adobe Document Center is one and there are a variety of third party solutions (LockLizard, FileOpene Systems, etc). I don't believe any of them can totally prevent saving the file locally though.
