Password Protecting a .PDF

How would I go about password protection a .PDF so that people can view it, print it, search through it, and find stuff they need all at the same time while protecting it from being changed in anyway?

If my guess is right I can either do a password encrypt or a certificate encrypt.

So which of these two are better?

My guess is that certificate encrypt is better because I know that there are tools out there to crack the passwords and remove them just by resaving the .PDF.

So how would I go about using certificate encrypt with my .PDF file?
