What are the basic PDF settings for Adobe Acrobat & Distiller?
All files will not convert to PDF, I receive message Output Failure.

Yes, I am processing a PS file. I am exporting from a application to create a PDF. All files will not convert to PDF, I receive message Output Failure.

You may want to consider a Distiller "watched folder".
This is discussed in Distiller's Help.
You may also want to configure Distiller to save the Log file.
(Also discussed in the Help file.)
If your PS files are, in some way, not right Distiller will not process them.
The log file records Distiller error messages.
