Possible to Lock the Save Settings for other Users?

Someone posted an answer to a problem of losing hyperlinks when using Save As.

1. Select > Edit > Preferences >.
2. In the Save Settings area, clear the Save As optimizes for Fast Web View check box.

This works, but someone suggested that this solution is entirely local.
If somebody else takes your document and Saves As, but the settings on their computer are different, they can lose the links.
Is there a way to lock Settings, such as Save As so that the document settings will override the default computer settings?

Perhaps you might consider changing the security settings so that no changes can be made to the document ?

example - open file in Acrobat, under the file menu, select document properties, click over the Secuity tab, make changes, save as...

Doesn't that just determine who can open the document?
Options are No Security, Password Security, Certificate Security, and Adobe LifeCycle Security.
Also under the Advanced menu, there is are Security and Security Settings options, but I don't think there is anything that does what I'm looking for. Am I wrong?

First you select the security method and then you will be able to see the options. With "Password" you can set the "open" password or restrict the editing or printing of the document as well as the compatability and accessability levels. There is more information in Acrobat's full help. Use of the certificate and policy server maybe more than you need or would require additional action by your users.
