Publisher headers & footers disappear when converted to PDF

Using Microsoft Publisher 2003. In Publisher, I have headers & footers as Master Page. All headers & footers appear in the Publisher document however when I save the Publisher document as a PDF using Adobe Acrobat 8 Professional the headers & footers disappear when converted to PDF. In Publisher the Master Page is checked for the appropriate pages - some pages the "Ignore Master Page" is checked. Any help is greatly appreciated.
