I opened a PDF today and was going to check the reading order using TORU. The TORU dialog popped up but none of the tagging was available except Tables and figures. Anybody know why or how to fix this?

Open the Tags panel and expand the strucuture tree.
This panel has an Options drop-down menu (the cog wheel icon).
Expand the menu and select "Highlight Content".
Now, from top down, use the keyboard arrow keys of mouse clicks to walk the tree.
Are elements ("tags") present in the structure tree for the PDF page content?
Or, are there runs of text that do not Highlight?
PDF page content that is not tagged will not recieve a TORU "highlight" box.
To obtain a Tagged PDF it is typically more efficient to return to the authoring file and use the authoring application's associated tag management to develop a Tagged output PDF. Smooth and polish with Acrobat Pro.
If the PDF came from a Word file look over the configuration of Adobe PDFMaker to ensure the proper configuration. Do a similar check of the application's tag management facility for FrameMaker or InDesign if either of these are being used.
The alternative is to use Acrobat Pro to manually tag the PDF.
To do this properly calls for working out of the Tags panel to create a healthy structure tree.
