With normal PDFs, no. If you use a DRM-based security and access solution then you can restrict who can open the file, but even then there's no easy way to sub-license a document. DRM is costly to implement, so it's only worth doing it in-house if you're a large publisher.
Another option to look at is Adobe Digital Editions, which uses the EPUB format. Several bookstores (Waterstones, etc.) use it to sell DRM-secured eBooks, though again a small publisher can't afford to just go out and buy their own server.
