"save as text" disabled

Answered

Some PDF files have their "save as text" option disabled.
Does it mean, that these are image-based PDF files?
Or is it, that the text is there, but it is protected from copying?

There are multiple possabilities.

There is no text. Look at the PDF's properties for the fonts used by the PDF, not fonts listed this is an image or image with hidden text.

If an image, can the "text select" tool be used to select any text, actually hidden text? If not it is just an image.

The PDF's lock status can be determined by the padalock in the lower left corner or the PDF's Properites.

Thanks, it is the lock status, that's the problem.
I can either click the padlock or alternatively go
File->Properties->Security and there I see
Content Copying - Not Allowed
Page Extraction - Not Allowed
etc.
