Is it possible to set the initial view to have the Page Navigation tab open?

My Product Information:
Acrobat Pro 8.1.2, Windows

For output PDF, yes. In Document Properties, under the Initial View tab,
select Pages Panel and Page for Navigation tab in the Layout and Magnification pane.
