Show Bookmarks Automatically in a Web Browser

I would like to make the bookmark panel appear when my .PDF file is opened by users in a web browser window (ex. I.E. 6.0).
The first time the file is opended, it seems to work correctly and the window inherit the file properties.
If the bookmark panel is closed (in web window), then the next time the browser does not show bookmark panel.

Is there a way to force the browser to always use the file properties?
Thanks in advance for any advise.

You can set the PDF file's initial view to show the page and bookmarks. "File => Properties" then select the "Initial View" tab, set the "Navigation tab" option to "Bookmark pannel and Page", "OK", and then save the PDF.

It doesn't work.
The first time the Bookmark Panel is correctly shown, but if i close the panel and then close the browser...the following opening does not show the bookmark panel.
It seems that the acrobat plugin does not take care of the file properties, rather than remember the last navigation action (panel closing).
