The Acrobat Preferences (Edit > Preferences > the Category "Page Display" for Default Layout and Zoom) only come into play if the PDF being opened does not have specifc settings established in the PDF file's Document Properties dialog (under the Initial View tab).On the Initial View tab the top pane of the dialog provides for setting the PDF's 'Layout and Magnification'. If the values for Page layout and Magnification are "Default" then the user settings from Acrobat Preferences are used. However, if there are other values for these (as selected from the associated drop-down menu) then these determine the inital view a PDF has when opened by Adobe Reader or Acrobat.
If you have one or many PDFs that you want to configure for an Initial View of your liking then, with Acrobat Pro, create a Batch Sequence the uses the 'Open Options' sequence.
