Using a Search index on a website.

I am helping my father build a website for NEPA Law Consultation and an idea came up that I wasn't entirely sure of the answer to. We want to grant access to the index file for a massive catalog of legal documents related to NEPA via the website. Instead of installing the entire catalog of documents (which is huge) onto the website we want to put the index file on the website and allow users to search for a document that has the relevant data. Then the customers can request a specific document via email.

I know you can move index files from one computer to another, and I assume that with enough monkeying around with it I can hack together a LiveCycle Designed PDF interface that will provide an interface for the project.. online.. but my real question is:

[b]Is there an easy way to allow people with reader installed on their computer to search the document catalog online, or is the "default" method going to be for them to download the index file and search it. [/b]

I would prefer an entirely online solution, but if thats simply not possible I would love to know that before I spend allot of time trying to figure it out. Thank You for your time! :shea:

Index files are not supported on Web servers. See [url=http://www.adobe.com/support/downloads/detail.jsp?ftpID=2611&promoid=GYUNB]Adobe PDF IFilter v6.0[/url] for a product that uses Microsoft's indexing product.
