I am looking to create a pdf form which the user can download to thei rmachine, enter their information on the pdf and print it out.
What version of acrobat would I need to create editable pdf form?

It is possible to a limited extent with Acrobat 9 Standard. Acrobat 9 Professional adds LiveCycle Designer and more JavaScirpt coding options and the Extended version adds 3d modeling and animation.

You might want to look at the Learning Center to see what can be done with forms and how to do it.
