yes, but there has to be more to it than that. I right-click a .html file and go "Open With..." and "Choose Program" and make sure "Always use the selected program to open this kind of file." is checked. And I do the same with a .htm file as well. But it still opens in Firefox.
Unless there's a better way to set your default browser...
HTML files are not the same as the default browser. You need to set the browser as default from within the browser itself. That way it will pick up URL's executed by the system, including from Acrobat. In IE it's done by clicking on Internet Options - Programs - Set Default button.

In Firefox, go to Tools > Options and click the Advanced Tab.There's a checkbox to "Always Check to see if Firefox is the default browser." There is also a button for "Check Now."
