Where to enable commenting in Acrobat Pro X

I have a client that recently upgraded to Acrobat X Professional. In Acrobat 9 Pro, which I have, there is a dropdown menu for commenting. This menu does not display in Acrobat X Pro.
 
What am, I missing?

In Acrobat X most tools have been moved to the right side of the screen (instead of from a menu bar), to take advantage of the width of most computer screens. You will see the large words Tools and Comments. Here is a video showing this:

Also, if they only have the free Reader, you can enable commenting for them in Acrobat 10 (Standard or Professional) by choosing File > Save As > Reader Extended. In Acrobat 9 (Standard or Professional) you can turn the comments on under Advanced > Enable Usage Rights for Adobe Reader.
