We need a button to activate the comments in Adobe Reader.

This can be done with Adobe Acrobat Professional by activating the function “Enable for commenting in Adobe Reader…” – can this also be done in Adobe Reader by creating a button with the help of the "AcroButtons plugin" (http://www.windjack.com/products/acrobuttons.php) ?

No. Reader Extensions can only be "applied" within Acrobat Pro.

It would kinda defeat it's own purpose if Reader could allow itself to create comments, no?

The volume of generated pdf's is high and i spent a lot of time for making enable comment for each pdf in part. The pdf's are generated from other programs, who works with xml.

Then you should look at Adocbe's LiveCycle ES product. With Acrobat 8 Professional, Adobe started to provide features to the small user and developers that did not requrie their server products at a limited level.
