How to lock the PDF form format

Hi, I'm new to this forum.
I'm using Adobe Acrobat 8 Professional on to create a PDF application form. I created fillable fields but I don't want the applicants to change the format (text box length, type of button, etc)

Is there any way to prevent them from changing the format? may be by disabling the edit button?

In Acrobat 8 Professional, go to Advanced>Security>Password Encrypt. Click Yes that you want to change the security on the document. Go down to the Permissions section and select Restrict Editing .... Enter a Change Permissions Password (this is so that only you can come back later and change the permissions again if you want). Most likely you'll want to allow printing. Then in the Changes Allowed section, choose what works for you and select OK.

I did this and then the form fields were locked and un usable and can not type in them. How do you lock a form without the fields being locked as well?
