Is there a way, a plugin or javascript available that would allow the PDF author to edit a PDF file created from multiple TIF files; where the TIF image files are of different sizes (slightly larger than 8.5"x11") to resize all the pages (images) to letter size (8.5"x11")? Can that be done via javascript?

No, there is no support in JavaScript for this. A plugin, however, could.
