Smaller PDFs for web viewing

I have one job that what ever I do I just cant get the file size down. I did a space audit and it says that the content streams are about 60% of the document. What are they and how do I reduce this.
 
The job was set up in quark 6.5 for a report brochure by someone else so I did not create it. It has a lot of pictures, also illustrator files, which as I under stand are made from copying data onto paste board and pasting them into Illustrator (as vector info) then making an EPS.
 
All of the jobs I do myself I do not have this problem, please help?

There could be many issues going on with the original layout that can affect the file size. You're only option is to use the PDF Optimizer and try to reduce file size.
