First of all, thanks for your help!
 
Anyone knows if there is any way to create Adobe Acrobat Pro 9 layouts using just Illustrator and Flash?
 
I already managed to make some for Adobe Acrobat X however, that specific version isn't deployed on the company.
 
Anyone have any ideas that could share?

No - the concept of "themes" (SWF files that skin an existing layout) are new to Acrobat X. In Acrobat 9 all the graphics and skinning of a layout (called a navigator) are part of the compiled NAV file, and are created in Flex.
