Drawing markups don't print

I frequently run up against the same issue, I've marked up a PDF with comments such as revision clouds, linework and text....then save as a new PDF. I can send it to someone outside the office and they can print, but I can't get the markups to print - the base information alone prints. I have tried everything.

Any input appreciated.
