Preflight won't delete blank pages

Hi,
I'm using the Preflight fixup "Delete empty pages". This works fine for blank pages created outside of Acrobat. But if I create a blank page in Acrobat (create pdf from blank page), then insert that blank page into a pdf, the fixup won't remove it later, when I'm converting it for web use.

What else do I need to run?
