I'm a software developer new to Acrobat. I've been tasked to create an Acrobat add-on that lets users create custom annotations of highlighted text in a PDF and organize them with folders (in a popup window).

I've looked at the Acrobat SDK and understand how to do this via a C++ plugin (custom annotation handler + AVUndo integration). From what I can gather, Javascript has some limitations that make developing an add-on like this difficult.

Is it also possible for me to develop an add-on with this functionality on Flash (MXML & Actionscript)?
