I'm at a loss here, this question was asked in 2009 and never answered. I am using Adobe Acrobat 9 Pro Extended, saving the pdf document with no security settings, yet when I go to open it, the following Restrictions are in place:
Document Assembly - Not Allowed
Commenting - Not Allowed
Signing - Not allowed
Creation of Template Pages - Not Allowed.
What is happening and where in the process is it happening?

Obviously there is more going on here than you are letting on. Where does the PDF come from? What else was done to it?
