Is there a way to protect a PDF from being copied to another computer, or to protect it from Save as...?

You could set a password that will protect the PDF as you described.
Follow these steps:

Open your file in Acrobat.

Click File > Properties > and click the Security tab.Select one of the security options and compose a password.

You'll have to provide the password to persons authorized to view the file.
