Security settings or lack of!

I'm trying to pdf a Quark document which contains placed pdfs. The pdfs are coming out bitmapped, when i try to place the pdfs again, there is a warning about security settings! Yet when i check the pdf settings there are no Security settings on them. Any advice. There are alot of pdfs so I don't really want to re-pdf the files.

This is a Quark Xpress problem - you might want to try the following:

1. update to the latest version of Quark
2. turn off any anti-virus software
3. disable the OPI Xtension
4. turn off all but the default system fonts
5. convert the PDFs to EPS through Acrobat
6. use Adobe InDesign
